Active involvement and genuine participation of the community in the development and implementation of curricula, researches, strategies, technologies, management plans, programs, projects and approaches that promote climate change adaptation; and
IV. Policy/Governance Direction
Research and systematic observation, formulation, implementation, reporting and institutionalization of appropriate plans, programs, policies and institutional mechanisms to adapt to climate change, variability and extremes through private and public partnerships initiatives.
