CIRCA, a living research and training institution, of its “Albay in Action on Climate Change (A2C2)” Program by strengthening capacity for research and project and program implementation in progressive sustainable agriculture, forestry, fisheries, energy and eco-cultural tourism. This is in partnership with one of the most prestigious State University in the Bicol region which is Bicol University (BU), Environmental Management Bureau of the Department of Environment and Natural Resources-Region V (EMB-DENR) and the Albay in Action on Climate Change of the Provincial Government of Albay (PGA) in collaboration with the World Agroforestry Centre.
CIRCA, shall be the repository of interdisciplinary knowledge and expertise of the “Albay in Action on Climate Change (A2C2)” for community development and addressing the critical need for environmental, social, economic, historical, cultural and tourism action and seeks an environment conducive to and supportive of scientific endeavors in the agriculture, environment, and natural and social sciences;
The scope of the program shall include biodiversity, agricultural and water resources, wetlands, dry and humid lands, marine and coastal resources. The main strategies of this program are climate adaptation, quality education and direction based on the ‘public and private partnership initiatives’. It addresses the critical needs of the province for its development linked on social interaction, quality education, employment, health care, poverty eradication and for a just, clean and healthy sustainable environment accessible to all.
WHAT IS THE ROLE OF CIRCA?
The main objective of the CIRCA is to enhance the ability to cope of Albay residents in particular and Filipinos in general to climate risks brought about by a changing climate. Specifically, the Centre will aim to:
Enhance awareness of the various sectors on the threats by a changing climate;
- Develop academic curriculums for climate change adaptation in all schools, colleges and universities;
- Enhance the capabilities of farmers and fisherfolks to adapt to climate change;
- Promote climate risk adaptation by enhancing resilience of the most vulnerable groups;
- Mainstream climate change adaptation in the basic academic curricula of the primary, secondary, tertiary, vocational and technical institutions in the province;
- Enhance the interdisciplinary knowledge-base of the province on climate change adaptation; and
- Conduct and explore concrete policy studies that will support better climate risk adaptation.
Understanding
CIRCA is an initiative of the Provincial Government of Albay, Albay in Action on Climate Change (A2C2) in collaboration with the Bicol University (BU) and the Environmental Management Bureau (EMB-DENR R-5). A Memorandum of Understanding (MoU) will be made with the following commitments:
- The BU will be the base of the project/program and will provide access to academic and research facilities;
- The Provincial Government of Albay will provide the salary of the Executive Director and MOOE and IT support; and
- EMB-DENR will facilitate & provide technical assistance and access to government funding support, its environmental database, research studies, resource persons, laboratory and research facilities needed for efficacy of program implementation.
